Around half of working-age adults in England have numeracy skills at primary school levels. Almost four out of five adults have functional mathematical understanding below the equivalent of a ‘C’ (or ‘4’) at GCSE, regardless of whether they have a GCSE or not. 95% or more of these adults will never set foot in a classroom again, so how can we measure their maths skills, and how can we offer them the chance to improve?
